  1. Introduction:  Teton County School District #1 (TCSD)  is soliciting proposals from qualified internet service providers and low-voltage contractors to furnish, install, and provide ongoing internet service for a new multifamily residential building located at 1230 South Park Loop Road, Jackson, Wyoming. The selected provider will be responsible for installing cable infrastructure to support high-speed internet connectivity to each residential unit and delivering reliable, managed internet service for a minimum of three years. This Request for Proposal (RFP) outlines the scope of work, service expectations, and submission requirements for turnkey installation and internet service delivery throughout the building.
  1. Project Overview:  The new multifamily development consists of [4] floors and [24] residential units. The general contracts are completing the following infrastructure.
    1. Structured (CAT 6) cabling to enable high-speed internet to each unit. 
    2. The building will have: 
      1. One (1) Main Distribution Frame (MDF) closet is in the basement. 
      2. One (1) Intermediate Distribution Frame (IDF) closet on each floor.
      3. Pre-installed conduit from outside the building to the MDF
      4. Pre-installed vertical conduit for fiber optic cable from MDF to IDF’s 
      5. Pre-installed horizontal conduit for fiber optic cable to residential units.
      6. CAT 6 Horizontal cable runs from the MDF to each IDF.
      7. CAT 6 Cable runs from each IDF to individual units.

Scope of Work

  1. Base Scope of Work
    1. Provide a base bid that includes installation of all necessary infrastructure to complete the build out of a wireless system utilizing the existing CAT 6 cable.
    2. Configure and test all installed equipment and ensure each unit is capable of receiving full internet connectivity.
    3. Provide a service agreement to provide wireless services for a minimum of three years.
  1. Alternate Options
  1. Provide an optional bid to install one (1) in-unit Wi-Fi AP to provide internet to each of the 24 units, capable of high-speed wireless coverage.
  2. Provide an option to install fiber optic cable and all other necessary infrastructure to provide a complete wireless system throughout the building.
  3. Provide an optional bid to install and activate fiber-optic service as part of initial construction.
  4. Identify the type(s) of fiber (e.g., GPON, Active Ethernet) and backhaul options that are available.
  1. Testing and Certification
    1. Provide documentation of test results and as-built diagrams.
  1. Support and Warranty
    1. Provide warranty period for workmanship and installed components.
    2. Describe ongoing technical support offerings and service level agreements (SLAs).
  1. Internet Service Contract Pricing
    1. Provide pricing for a three-year internet service contract for the building, including
      1. Per-unit monthly service cost.
      2. Bandwidth speed tiers available (e.g., 100 Mbps, 500 Mbps, 1 Gbps).
      3. Total cost for all units per year and over the full three-year term.
      4. Bulk service pricing, if available.
      5. Any activation, equipment rental, or maintenance fees.
      6. Include service level agreement (SLA) terms such as uptime guarantees, repair response times, and customer support availability.
      7. Indicate whether services are billed to tenants individually or to building ownership/management as a bulk service.
  1. Proposal Requirements:  Interested respondents must submit:
    1. Company profile and relevant experience in similar multifamily projects.
    2. Detailed project plan including equipment specifications, timeline, and installation process. - Base bid and optional add-ons, including:
    3. Cost for base cabling and Wi-Fi puck installation.
    4. Cost to include a dedicated conduit for fiber.
    5. Optional cost to include active fiber installation and service activation.
    6. Warranty and support information. 
    7. License, insurance, and references.
