Facility Lease for 0–3 Childcare Program

1. Purpose

TCSD is seeking proposals from qualified childcare providers or organizations to lease district-owned space for the operation of an early childhood program serving children ages 0–3. The District’s goal is to support families in the district and community by increasing access to high-quality early learning opportunities within district facilities.

2. Background

The District recognizes the importance of early childhood education in preparing children for future academic success. The District currently operates/partners with early learning programs serving preschool-aged children and is seeking to expand support for infants and toddlers (ages 0–3) through a partnership with a licensed provider.  

3. Facility Information

The District intends to lease space located at:
CUBS Address: 245 East Deloney Ave

  1. Available Space: 2 Buildings
    • Building #1 - 1 office, 1 bathroom, 1 kitchenette - 1200 Square Feet, 1 large room with a divider
    • Building #2 - 3 total rooms, 2 - ½ bathrooms, 1 Full Kitchen, with washer/dryer, 1 office with closet - 1560 Square Feet
  2. Amenities: 2 Play Areas.  Small play area - 700 Square Feet, Larger Area 1500 Square Feet.  Parking Spaces - 8 total spaces
    Availability Date: August 2026
  3. Lease Term: 1–3 years with renewal options

4. Scope of Services

The selected provider shall:

  1. Operate a licensed early childcare program for children aged 0–3 years.
  2. Maintain all necessary state childcare licensing and comply with applicable health, safety, and building regulations.
  3. Provide qualified staff who meet state credentialing requirements.
  4. Maintain the leased space in a clean, safe, and orderly manner.
  5. Carry appropriate insurance coverage, including liability and property insurance. List the Teton County School District #1 as additional insured and provide a certificate of liability to the business office.
  6. Be responsible for day-to-day operational costs, including staffing, program materials, and consumables.
     

The District will provide the leased space and may offer limited support services (e.g., custodial or maintenance) as outlined in the final lease agreement.

5. Proposal Requirements

Proposals must include the following information:

  1. Cover Letter – Briefly describe your organization and interest in this opportunity.
  2. Program Description – Overview of your childcare philosophy, daily schedule, curriculum, and family engagement approach.
  3. Organizational Capacity – Description of your organization’s experience operating licensed childcare or early education programs.
  4. Staffing Plan – Roles, qualifications, and training of staff who will work in the program.
    Licensing and Accreditation – Current or pending childcare licenses, accreditations, and compliance history.
  5. Financial Information – Proposed lease terms, tuition rates (if applicable), and budget summary.
  6. References – At least three (3) references from similar partnerships or childcare operations.
 

6. Evaluation Criteria

Proposals will be evaluated based on:

  1. Demonstrated experience and qualifications
  2. Quality and comprehensiveness of proposed program
  3. Financial stability and proposed lease terms
  4. References and past performance
  5. Ability to begin operations within the required timeframe
  6. The District reserves the right to interview proposers, negotiate terms, and reject any or all proposals.

10. Additional Terms

  1. The District reserves the right to cancel this RFP at any time.
  2. The District is not liable for any costs incurred in preparing a proposal.
  3. All submitted materials become the property of the District.
  4. Final award and lease terms are subject to TCSD Board approval.
     

Recently Awarded Contracts

The Jackson Hole High School roof replacement was awarded to Rodac, LLC of Ogden, UT.

The Jackson Hole Middle School playground equipment and installation was awarded to LuckyDog Recreation of Roy, UT. 

Capital Construction Projects

Capital construction projects are any renovation, construction, replacement, repair, or other improvement to any school building or district facility which is designed to bring the building or facility in line with the statewide building adequacy standards (or guidelines). These projects are identified in the School Facilities Division's Annual Report and Budget Request, have associated budget estimates, and are ultimately approved by the Legislature. Capital Construction projects include: new construction, security, planning, demolition, athletic tracks and fields, and land purchases.

Major Maintenance

Major building and facility repair and replacement means the repair or replacement of complete or major portions of school buildings and/or district facility systems at irregular intervals which is required to continue the use of the building or facility at its original capacity for its original intended use and is typically accomplished by contractors due to the personnel demand to accomplish the work in a timely manner, the level of sophistication of the work, or the need for warranted work.
